Current System: Transportation

A culture of failure in Olympia has resulted in broken promises, inaction on major projects and erosion in public trust when it comes to transportation.
  • The Governor and Democrats over-promised and are under-delivering on promises made with the 9.5 cent gas tax increase.
  • There are still no viable funding or design plans in place for the Alaskan Way Viaduct and 520 Bridge.
  • The inaction on mega-projects has been at the expense of other important projects: Highway 2; North - South freeway in Spokane; I-5/Columbia River Crossing (Vancouver); and I-405.
  • $285 million was appropriated in 2003 to build four new ferries to replace the Steel Electrics.
    • The first boat was to be in the water in 2008, but today the project is still in its design phase.
    • Other ferries have crashed, been pulled out the water or are inefficient. This has led to crisis-mode decisions.

We must change from a mindset of "what is" to "what could be"

Real Solutions

  • Use private sector to build and fund new tunnel through a Transportation Infrastructure Improvement Zone. ($1.5 billion)
  • Finish 520 Bridge by 2013 by using new six-step permitting process ($600 million)
  • Dedicate sales tax on transportation construction materials ($612 million).
  • Transfer 10 percent of the sales tax generated by automobiles and auto parts ($1.3 billion)
  • Tolling new capacity for 520 Bridge and I-5/Columbia River Crossing ($2 billion).
